After reseting the router my internet is still slow

Hello i have restarted my U-verse at&t router by unplugging with the power cycle and hitting the reset button but no improvements it is still slow to open a tab on google and is unplayable to go on pc gaming so i am not sure if its the company lagging or just when i speed test i get: Ping: 40
Download: 7.2 Kpbs
Upload: 0.6-7 around there

Is this just for wireless or wired as well? Also, have you contacted your telco? They should be able to do a line-test and tell you whether it's them or your router.
