You don't "need" a Samsung monitor, and you cannot afford an R9 270X. For 60000, however, i can tweak your PC.

Slightly better video card for a little over 60000. It's not as fast as an R9 270X, but it's faster than the other video card.

About the PSU many will say it is crappy but here in India it one of the best PSU I personally did many builds for my friends family and customers using this PSU and they run fine without causing problem so it is good enough for me as it is in budget and has good quality.
