I am bulidng a new PC, but waiting for the new gtx 1070 to complete the build.

Here is the specs:

Can I use my old GTX 550TI while waiting for the 1070?
Can I run some games such as CS:GO on that system while waiting for the 1070?
Would that hurt my CPU or any other components? (using low end GPU with high end CPU and pc components)

Solution
You could use that GTX 550ti which is better then the onboard CPU graphics and will work good for CSGO. There's some parts I would change on your build though.

-Either get a non-K i7 or switch your MB to a Z170 so you can overclock your CPU.
-If your not going to OC there's really no need for the NZXT Kraken.
-You can get a lower watt PSU unless you plan on getting a second 1070 (you would need a SLI compatible MB).

I am not sure if I am going to overclock, but If I deside to not overclock would you suggest changing the NZXT Kraken with a Cooler Master Hyper 212 EVO? I am going to do some heavy video editing

The EVO would be fine but a better cooler that can handle some fairly decent overclocks is the Cryorig H7 but it seems like its out of stock currently.

i7-6700K+Z170 MB, I would go with a high end air cooler or AIO cooler
i7-6700+Non-Z MB, I would go with a lower end cooler like the H7 or EVO.
