The retail price of the 1070 in the US will be 380$. So to get an estimate of the price in Pakistan, check the prices of the 970 in the US and in Pakistan, compare them, find the price difference in percentage, and then apply the same price difference to the 380$ US price of the 1070.

With the 1070 that is cheaper and destroys it, that is a better option.

at any rate, DirectX is based off the OS and what game.
Only Windows 10 has dx12, and from there only some games support it.
That said, The card supports both dx11 and dx 12.
