System won't boot (CPU light lit)

Hello all,

I've been casually working on builds for a few years, but this was my first barebones build. Brand new mobo, cpu, ram, and case. Harvested the other components from an old build (which worked fine).

Flipping the PSU switch, the SB and decorative mobo lights turn on. Pressing the case power button, the fans all start spinning and stay spinning. However, the red (CPU) LED indicator turns on and I get 3 beeps repeating forever; 1 long 2 short.

I've tried everything in the POST/boot sticky (which was great btw), tried taking the mobo battery out for 3 min, tried RAM in different slots, trying with and without GPU, always the same result.

Specs:
MOBO: ASUS 970 ProGaming/Aura
CPU: AMD FX 8350
RAM: 2x4GB DDR3 1600
GPU: HIS Radeon HD 5850
PSU: Corsair TX 650W
SSD: 512 GB Mushkin

I tried both suggestions, reseated the CPU, reseated the mobo. I get the same error starting up with only CPU, CPU fan, 24- and 8-pin cables. CPU fan still spins, still CPU LED. Is there RMA in my future? :(
