CPU cooler for overclocking 4690k to 4.5GHz

I'm looking for a CPU cooler of any type that will overclock an i5-4690k to 4.5GHz. I don't want to spend too much more than $50, but as long as it's under $80 it's not too much of a problem.

The 4690k is cheaper than the 6600k, and it has higher benchmarks (it's also generates less heat). Basically this is a semi-budget build. I really do NOT want to spend $100+ on a liquid cooler that will go above and beyond. I want something to suit my needs. Nothing more, nothing less.

You are making a mistake by not going with Skylake. Go with the 6600k for the better platform aswell as a little better performance.

What do you have so far and what's your budget?

As for the cooler, the Noctua NH-D14 is always a great choice.

All of the benchmarks I read concluded that the 4690k indeed ran cooler and had a tiny bit better performance when using one core and when using all cores. It's also cheaper. Thank you for your opinion, but I'd rather you answer my question.

I'd like not to spend over $50, but my maximum budget for the CPU cooler is $80. Right now I'm looking at the D14, but I'd like something a bit cheaper and matches my system build (black and/or blue).
 
my first pick would be the cryorig h7 for $35, then the coolermaster 212 evo. For $70 you can get the Phanteks PH-TC14PE_BL 140mm then your next move would be the Noctua NH-D14 120mm for $72 or the Noctua NH-D15 for $90

After that I would move to a xspc raystorm water loop.
