what is the minimum CPU for 1080 or 1070 GPU

I'm using i3 6100, just bought 1 month in my country

1/ i'm very happy with it yet. but i would also an upgrade in next 3 years
2/ i checked with some game and browsing web it is running smoothly now.

Update #1: I would like to play at 1600*900 to 1080p , i'm not familiar with a larger screen

Update #2: My wish FPS would be around 30-40fps

If you're already on the 6100, no use in asking yourself this question. Get teh card and see how it plays out. You should be fine in most games. One shopuld only upgrade when...

Depends on the games, resolution, detail level, etc. If you want to run Crisis 3 with the highest possible frame rate at 1280x800 and vsync off, you may need an i7-5930k.

If you want to run games with low CPU requirements at 4k resolution with all details maxed out and 60Hz vsync enabled, the i3 may still be enough.
 


Yes, but the idea is to have a balanced system, and a GPU upgrade can upset said balance, ergo OPs question is valid :)

Balance is of very limited usefulness: the weakest CPU you can get away with is ultimately dictated by how you want to play your single most CPU-intensive game in the foreseeable future while the weakest GPU you can get away with is dictated by how you want to play your single most GPU-intensive game. If your "balanced build" fails to meet either requirement, you won't like the result regardless of how well "balanced" people may tell you your rig is.

Put another way: a "balanced build" is imbalanced in every game except the one (if any) it was specifically tuned and cost-optimized for. You can balance the bang-per-buck between the CPU and GPU but that will rarely yield a balanced experience in the specific games any given individual is interested in unless you over-spec everything so the imbalance won't negatively affect the in-game experience, but then that's over-build, not useful balance.

When people say "balanced system" at the high end, the subtext is usually: "overbuilt for most of what may come in the foreseeable future."

Exactly. And I'm sure OP is asking exactly how "overbuilt" his CPU should be so he won't regret not getting a more powerful one for some time. :)
