Bad performance gta 5 gtx 960

I have a gtx 960 and i3 4170. in gta 5, i get 40-50 frames at 1080p on lowest settings. this is bad even for an i3. not sure why i get this

Try this guide here and this guide too.

There are settings you can tune down whilst increasing some graphics that'll make it look a bit better and will keep your fps somewhat ok. Those guides will go through it with you.

40-50 fps sounds spot on to me.... 960 + i3 against a very demanding game, i'd expect to struggle to hit 60+ fps.

Depends,if he gets 40-50fps in west vinewood with population turned to full then yeah maybe,but on easier parts of the game he should be getting a lot more.
On easy stretches you get 40-50fps with a celeron on low settings,look at ~4min when leaving the populated area.

I'd say he was talking about high pop area's otherwise his lowest fps would have been lower then 40, either way, im surprised that low end build can maintain 30+fps on 1080p ! Amazing what settings can do
