i7 4790k Hyper TX3 Temps

Solution
Something like that, hyper tx3 is not the best still better than the stock and also with a good airflow you will lower your temps a little bit.
It could reach 90-100°C under full load, e.g., current version of Prime95 Small FFTs (28.9) and less than 80°C with version 26.6 or older. It's barely good enough for an i5-4590 and it can become noisy; I wouldn't use it for an i7-4790K. Like the stock cooler, it's easy to install in an older case where the back of the motherboard isn't accessible.

Well the TX3 has improved my i5 4460's temp from 50-60C load to 40C so the cooler must be doing something right.

Also I have 3 intake fans (2 are 140mm front the other one is 120mm bottom) and 3 exhaust fans (1 140mm back the other 2 are 120mm top)so I have very good case airflow.

With CPU utilization at 12% and 23°C ambient, my i5-4590 runs at 38-40°C with a TX3 and it exceeds 85°C on Prime95 28.9 Small FFTs. I just can't figure out how your CPU could be the bottleneck: http://www.techspot.com/review/1089-fallout-4-benchmarks/page5.html http://www.techspot.com/review/1006-the-witcher-3-benchmarks/page5.html What are you using to check the temperatures? I use Intel XTU to ensure my CPUs don't throttle at full load.

MSI Afterburner,

My i5 4460 is not powerful enough for these games, I have asked on many forums about my i5 4460 performance and every time they come back and say that an i7 with 8 threads is required. All my other games are completely fine except for Witcher 3 which is 80-100% usage in cities and same for Fallout 4, I get usage stutter in cities and this is because the cpu doesn't have enough threads and speed.

I have looked up many reviews and the i5 4460 shows its stutter on thoughs videos too while the i7 4790K is smooth with 60-70fps on high/ultra settings, the i7 will fix this problem.

Sorry but that is on medium settings and from all the reviews and videos I have seen of the GTX 970 (the review u posted has a GTX 980...) shows high-ultra at 60-70-80fps depending on where the person is and if they are fighting or not.

The i5 4460 is not capable of 90fps on Witcher 3...

Do you mean that your temperatures with a TX3 are with an i5-4460 and not an i7-4790K? The TX3 is fine with an i5-4460. Sorry because I erroneously thought you just ordered the TX3, but you obviously meant the i7-4790K. I still believe the TX3 is not a very good cooler for your new CPU.
