so i noticed that ever time i open or close a browser like chrome , my cpu usage goes from 5% to 50% !! and then my computer mini freezes and it causes the music to freeze too ( for 0.5 sec )
and sometimes its not the chrome that is using the cpu usage , but when i check in the task manager System uses like 50-60% of the cpu sometimes when i browse the web! (ntoskrnl.exe) but its around 5-10% in idle

and also when i open or close my anti virus it freezes too for a very short time and it effects the sound of the music too

and even when i listen to music and browse around the web it mini freezes in random times

i think this is because of my cpu because for example when i open the browser or close it the cpu usage goes from 5% to 50-60% and then the mini freeze happens

i have not overclocked the cpu and its on 4GHz also i have 16GB of ram and a samsung 950 SSD and my M.B is VIII hero

also my cpu temp is around 30-40 ( i use water cooling )

but the funny part is this does not happen when i play high end games !! but i guess its because they dont use that much CPU but the GPU instead >?

like even RIGHT NOW when i open multi tabs , this ntoskrnl.exe (System in task manager) uses 60% of the cpu and the mini freeze starts untill the pages are fully loaded !!!!

Was the system given a fresh install of windows? If not i think its virus issue. That exe is a core program of windows that provides services to other software.
I would backup my important files excluding executables like .exe, .msi (this is important), format the whole drive and do a fresh windows install.

Do you have Hotspot Shield ? or any proxy app ? VPN Apps ?
you said you scanned your computer with Kaspersky manytime
That wont mean you don't have a virus ! unknow virus can bypass kaspersky and every anti virus on the market
