Hello Greetings,

First of all My specs:

Dell Optiplex 745 Desktop
Windows 10 64-Bit
Intel Core 2 Quad Q6600 2.4 GHz (Copper Heat sink)
7 GB DDR2 Ram
280 Watt PSU
500 GB Seagate Barracuda + 250 GB Seagate Pipeline
Nvidia Geforce GT 730 2 GB DDR5 64-Bit
DVR-R LG Burner
17" HCL 1280*1024 Monitor

Here,
I have been wondering why I am unable to any games smoothly without lagging in gameplay and sound too. I am playing FarCry4, Battlefield 4, FC3, Adwanced Warfare (More lagging-Lowest Possible settings), Shadow of Mordor-Lagging in medium settings.

I was playing good in the last week. But suddenly the cpu usuage is gone far high. All the four cores are going to 100% usuage. The heat levels are going to 69 degrees. The game is lagging too much like less than 2 fps. Opponents spoken words are pronouncing like "fffffffffaaaaaaaaaarrrrrrrrrrrrrrrr cccccccccccrrrrrrrrrrrraaaaaaaaayyyyyyyyyyyyyy ffffffffoooooooooouuuuuuuuuuurrrrrrrrr". I have made my cpu fan to maximum speed using Speed Fan.

Even battlefield 4 is not playing at 480 resolution and low settings. The same thing is happening again and again.

Old Dells used the 5V. bus more than newer computers. I think CPU was stepped down from that and not 12V. They are different. 280W should be OK for what he has. The GPU slot has 35W to spare. I think it's a software issue. 69* at 100% with that cooler is normal and not excessive. The 100% load is the issue. I'd scan it for malware Malwarebytes is good and they have a MBAR anti rootkit scanner too. Then try System Restore to go back to a good configuration. I've run an Opti 745 MT with the 305W psu at 3.45GHZ QX6800 and stress tested it in CPUZ with no problems. He's not running anything that PSU wasn't designed to handle.

I thought about it. But I cannot install another PSU in Optiplex 745 Desktop other than the Stock PSU. The only thing I can do is connect all the things to a new PSU being put on top of the case and the side cover of the case remain opened.
 
Even though the PSU claims 280 watts, that is spread across all the voltage rails.
What you are concerned with for the CPU and GPU is the 12 volt power available.
The CPU can suck up to 105 watts, and the GPU close to 40 watts.
.. using Ohm's Law, based on 12 volts, that is 12 Amps.
Check the PSU label, chances are it can barely, if at all, do that.
