Installing any amd driver causes BSOD atikmpag.sys/atikmdag.sys with an r9 390

I have been trying to fix a problem that suddenly appeared today on my less than 3 month old pc (windows 10).

I started it up today morning only to get a BSOD with an error "Video_tdr_ atikmdag/atikmpag" which is a well known problem according to numerous results on google. However all the "fixes" involve installing new drivers and i am unable to do that because as soon as the crimson or catalyst (i tried quite a few) begins installing the display drivers the PC crashes and restarts followed by a BSOD with the same error message. I used DDU to uninstall drivers. I always end up finding useful answers on tomshardware but i thought it was time make my own post and turn to the heroes at tomshardware as my head is spinning at an alarming rate. I even reset my PC but it wasnt a clean install of windows (which i will consider but i was hoping there is another way.)

Other additional information: I get a thick solid green line on the mid-left of my LED monitor which persists even while booting up, safe mode or normal mode.

My Pc specs are:
i5 4440 + coolermaster tx3 evo cpu cooler
16gb (2x8gb) RAM
Asus H81M-k Mobo
MSI Gaming R9 390 GPU
Seasonic M12ii evo 620w
Windows 10

Any suggestions?

The video card is damaged. If you have a line outside of the OS as you describe, the card is faulty. I'd suggest you RMA it. The driver failure is just a confirmation, there's not much you can do if it's a hardware problem, but if it's 3 months old you should be able to get a replacement. If you want to confirm this, try the card on another computer. But I'm pretty sure it's damaged, just ask for a replacement and don't change anything else on your OS, it's not software related if it appears before Windows.
