Radeon HD 6770 Noise And Heat

I wanna to ask if it is normal that my HD 6770 when reaching 80c, the fan is getting too loud? Its starts to run around 83% fan speed. Even tho i have a 140mm fan case that is blowing direct air on GPU its still all ways at 81-82c when gaming.

That's supposed to be a "cool" card since it's in the mid low end level of its generation, make sure the heatsink is free of dust, the airflow is probably obstructed by it and that's why it reaches those high temps, which in turn make the fan spin like crazy. If you know how to do it, try to replace the thermal paste too.
