Need help.. really bad..

So.. here's my specs as far as i know, i know there's more but i dont know THAT much about pc's
I built my pc with the help of a friend since i didn't know much

Processor: AMD FX(tm)-8320 Eight-Core Processor
Graphics Card: NVIDIA GeForce GTX 960
Power Supply: 600 watts
RAM: 8.00 (installed), 3.99 (usable) (one of the issues i wanted to address)
64 bit operating system

Now, when the pc was first built. Only issue i had was the RAM being only 3.99 usable, i was a little confused and thought no big deal right now since i wasn't doing much with the pc at first besides playing World of Warcraft. Then onto playing games that i absolutely needed 8 gigs of RAM for like H1Z1, or maybe even 6 gigs like GTA V. It was irritating and everything i searched up did not work. I tried dusting out my pc, switching the sticks and it still registers that i have 2 sticks installed because its 2 sticks of 4gigs. I only have 2 slots to put them in. I was procrastinating alot with that issue at hand. I've had this pc since last summer. Up until around December or sometime around that time, my pc started freezing, like a complete crash, cant move my mouse cursor, click or press anything. Completely frozen. Sometimes even if im playing music and then it crashes u hear that it froze. Let me list what exactly causes my pc to freeze, but first i wanna address that. I'm a gamer, so i play lots of games like League of Legends, Counter Strike: Global Offensive, games like that. and from summer time to around December, maybe even January. I've had NOOO problems with my pc besides the RAM being 3.99 usable. I have not changed anything or touched anything crucial on my pc. Just been playing games thats all, never downloaded anything crazy ethier and i've ran multiple scans on my pc and ended up with no viruses. I've used Malwarebytes as well as i used CCleaner and everything from those ends seem to be normal. Now.. all of the things im going to list did not stop working at the SAME time, slowly month after month 1 random thing stopped working that i've been using for months


Things that causes my pc to freeze (in detail):

APB Reloaded - (a game on steam, i was playing for months until 1 day i pressed play on the game and before it can actually appear on my pc that its opening my pc freeze's) so basically loading up it freeze's

Freestyle2 StreetBasketball - (another game on steam, freeze's the same way APB does, upon pressing the play button)

Pressing my PrintScreen button - (i was using a program like Gyazo for taking screenshots on ur screen, everyone was using it. Streamers from twitch.tv, my friends, loads of people. so that was my source of taking screenshots by pressing my printscreen button and drawing a box to take a screenshot, all of a sudden one day i press my printscreen and my pc crashes again.)

NVIDIA Control Panel - (Now this one also was working fine up until a certain point, Opening the GeForce Experience still works fine, but the control panel. Freeze's for about 10secs - 15secs. Then it opens then if i try clicking anything within the control panel it freeze's but not like all the others, everything is completely frozen yes. Except for my mouse cursor that will freeze like every 6-7 seconds, i move my mouse and it ends up at that spot i moved it to every 6-7 seconds.)

Call of Duty Black Ops 3 - (became free one time on steam and i downloaded it and pressed play, and my computer crashed the same way as Freestyle and APB)

Overwatch - (a game made by Blizzard on battle.net, i have the launcher and as far as im concerned everything on the launcher works fine except overwatch. That also crashes when i press play.)

CSGO Skin Changer - (now i tried using this skin changer and it worked and i've used it for maybe like 2-3 days then overnight on that 3rd day i went to sleep woke up and tried to use it in the morning and it crashed my pc)

CS:GO - (this doesn't happen alot but it happened a few times and might continue to, I've changed my resolution in game from 1920x1080 to 1024x768 and sometimes upon changing it or vice versa back to 1920x1080 from 1024x768 my pc would also freeze)

thats about all i can remember for now, not sure if there's anything else that causes it to freeze.

Also, id like to say that ive tried so many things to fix all of these problems but got no good results at all. Nothings changed all of those issues still occur to this day and i just tried it yesterday, causing myself to crash like 4-5 maybe more times to see if anything changed. I cant even reformat my pc as well. I was thinking of trying that to help fix the problem.

When trying to reformat it takes me to the ''Choose your keyboard'' layout option and when i looked it up i seen that u use ur mouse to click an option but my mouse cursor doesn't appear anywhere on the screen, i've even tried plugging in different mice and got nothing, my keyboard and mouse doesn't work to press anything.

I've never actually built this pc WITH windows 10 already installed, it first came with windows 7 and thats when i only had the RAM problem, after upgrading to windows 10 a few months shortly after that is when all these other problems started happening.

Comparing my specs to all the games and everything i wanna play, its a good match. Im able to run them all pretty well but now i feel like i cant play anything without crashing. im scared to even buy games because it might be a waste of money if i buy it and i cant play it because when i press play i crash.

I also tried reverting back to windows 7, and it was a total bust. I have the windows 7 CD i used in my old pc whenever i wanted to reformat my computer but it didn't work. I used ''Windows 7 Upgrade Advisor'' to see if im capable of downloading windows 7 - https://gyazo.com/99d3e7782c1734b725fba1795fb41b6a that is what comes up and im unsure of what to do if someone can guide me through that.

PS: Like i said from the very top i dont know THAT much about pc's, just what kind of hardware is good for gaming and thats all. I know it wouldn't be a simple process trying to get any of this fixed but if someone can help me out in the most simplest way they can i'd REALLY REALLY appreciate it. I'm getting so tired of these issues and truthfully i actually want to revert back to win7 if its possible for me. I was thinking of just purchasing a new pc but i wanna try and get this fixed, or maybe i should take this to geeksquad in bestbuy, if so does anyone know how much they'd charge to fix something like this? start with resetting the motherboard cmos and jumper settings...google it if u dont know how...then try to reinstall windows 7 from ur installation disk...
for ram issue...type msconfig in start menu...go to boot tab...click on advanced options...uncheck maximum memory field...
