I am building a PC this summer and I plan on gaming and streaming. I am waiting to order the parts for this pc due to new things being released and getting the best bang for my buck.

For now, I want to continue playing my xbox one but I need to get a gaming monitor screen within the next few days. I for sure want a 1ms response time but I am not sure what to get or what else to even look for.

I want this monitor for be under $300 CAD and be ideal for both console and pc gaming. Is this possible? I am open to suggestions. Thank you!

Solution
If you are going for a 1ms response, then you are leaving advance features like IPS and such. Then it just comes down to refresh rate and if adaptive sync is a consideration (Gsync/FreeSync) and resolution. For refresh, standard is 60hz (max frames displayed is 60fps), or you can look at higher ones. The higher you go though, along with resolution, means you need to substantially beef up your GPU to produce those higher frame rates.

Do you have a GPU brand in mind yet, or a budget overall for the machine (as it will somewhat dictate how much monitor you can drive)?

Solution
Response time alone means nothing, what would a 1ms response time on a 60Hz monitor bring? Nothing!
Choosing a monitor, you are mainly looking at refresh rate, resolution and picture reproduction quality.

If you are on budget, you are only to choose between 60Hz 1080p/1200p IPS or 144Hz 1080p TN panel.
If you wanna invest more, quite a lot more, you can then pick other monitors like 144Hz 1440p IPS monitors with GSync/FreeSync.
For $300 Canadian (€210), there is no other resolution beside 1080p.

If you plan to use your gaming console with the monitor, make sure you pick monitors with at least 1 HDMI input for teh console and another connection for the PC (HDMI, Displayport, DVI-D)
