hello my work computer is just bad plain bad and it can run overwatch
why ?
specs:
CPU: intel i5-4200u 2.30GHz
GPU: intel HD graphics family (32MB Vram)
RAM: 6GB

and all of it is under minimum
but the ram is fine

Solution
Minimum System Requirements are just the cutoff point at which tech support cuts off aside from saying, "Upgrade your system". It is not the absolute minimum necessary to run a game.

For instance, if you went to Overwatch Technical Support and said something was not working in the game, their only response would be, "Your system does not meet the minimum system requirements. Upgrade your system."

Hmm sorry, I have nothing more to say here. Have a look at what Wolfshadw said. You could try running something like TF2 and see how the framerate turns out there.

Blizzard spent a lot of time making sure overwatch "looked good" even if what's actually happening isn't the graphically hard.

The same reason your computer can run overwatch fine is the same reason Uncharted 4 looks so good on those technically weak consoles. The Devs did a lot of things to allow what looks good to look good and not have a serious impact on performance. I believe a lot of visual tricks were used really cleverly to achieve the graphic quality that game has.
