After running OCCT for 10 minutes temperatures stay between 65-74 degress, I have it running with a Hyper 103 cooler, are these safe ? or is there any way I can decrease them?

That is borderline fine. The threshold is 72celsius, could be a little lower ... what is your fan setup in your system?
I have one intake fan at the front so it goes into the direction of the cooler and one at the top since heat rises up
If you can try get another intake fan, as i presume you are using a gaming pc correct? And most Gaming PCs now use atleast 3 fans i.e. 2intake 1 exhaust.
But regardless I wouldn't worry too much about those temperatures

72C is the max package (IHS) temperature but it should run safely at 80C. If these are your temperature under load then I don't think you have anything to worry about.
