No Local or Online Video Playback

Whenever I try to play any sort of video whether that be a local file via VLC or an online video on Youtube/Netflix the video will start but jitter a second in and eventually crash after one or two seconds. I have been able to run through a full PC mark GPU test without issue which seems strange to me.

I have tried the following suggested solutions already:
- Get latest drivers for Windows
- Get latest drivers for GPU
- Re-Install windows

I am using Windows 8.1 Pro and my GPU is a HD6990.

Any suggestions or similar experiences would be appreciated?

It is just the player that crashes whether it be the Youtube video in Chrome, VLC or Netflix Store App. The PC operates as expected in all other areas. I suspect a potential hardware issue as a Windows re-install did not resolve the issue. I will try the suggested Codec later.

2x8GB DDR3 1600mhz by Team Group Inc
HD6990
Kingston Technology 120 GB Solid State Drive 2.5 inch V300 SATA 3
Windows 8.1 Pro
Corsair 620w HX
