Task manager showing more clock than my CPU has plus frame drops.

I have Phenom II 1090T X6 and I had this issue for a long time.When I play a game and when I look at the task manager it shows more clock than my CPU has.For example my CPU is 3.20 GHZ and task manager shows 3.40 GHZ.Plus I have frame drops even in old games like GTA San Andreas and I think that's causing it.Please help.

I will try that.BTW those frame drops aren't anything special 10-20 fps drops but they are so annoying and they make game stop for a second.I already said that its happening in all games even old ones.
