Computer making weird noise monitor isn't displaying computer either

Yep new hard drive time.

For a boot drive for windows I highly suggest a SSD (Solid State Drive) over a hard drive, they are way way faster.
Most of us have a 120-250gb SSD for windows and programs, and then a 1tb (or larger) hard drive for large storage and/or backups.

It's not beeping it's more like scratching I opened it up and noise isn't coming from psu it's around cpu area but idk why the monitor isn't displaying the computer
 
"weird noise" is not informative at all.
Explain the noise, is there also a burnt smell? Does the computer beep?, Do the fans spin? Does it power right back off or does it stay on? Do you hear the sound of windows coming online? What part inside the PC is the noise coming from?

As stated, the corsair PSUs are not that good and could easily be the problem, could be the motherboard.

Fans still running I don't hear the sounds of Windows. Scratching sound coming by the cpu no burnt smell
 
Scratching would be more like the hard drive.

Try unplugging the hard drive from power (the bigger of the 2 cables) and see if anything changes.
If that was the issue it should start and give you an error message about selecting proper boot device, or no os found.

ADDED:
Remove power from the drive with the PC off, never disconnect anything with PC on

Solution
When I purchased and installed Windows 8 several years ago, Microsoft sent me the product key in an email. I printed that out and scanned it and saved it to my data drive and several other places so I could always find it if needed. That won't help you now, but in the future if you have to reinstall Windows. I have never needed to reinstall Windows. If my OS gets corrupted or HDD fails, I restore from disk images I make of the OS drive about once per month. 10 minute task.
