Help me make my PC quieter

About a year and a half ago I built my first computer. My focus was strictly on performance; I didn't care about aesthetics or noise or anything. Now I'm going to college soon, and the case I picked for my build is ugly. Worse yet, the system is very loud. What are some things I can do to make my computer quieter? I haven't really been following PC building news since I built this thing so pardon me if I'm not very sharp at some things. If possible I'd like to spend around 100 dollars or less on this project. And yes I'm using the stock noisy Intel cooler so please include one that's good. Thanks!

Well one option I did a long time ago to fix noise was to just put my computer as far as I could from where I actually sat (Assuming that this is a desktop connected to a monitor), though this doesn't generally fix the problem. I also think there is a such thing as a water cooler for computers, try installing that to your build. There is probably some tutorial online for installation. You could also just search up "Gaming Computer Build" on YouTube and then go into the description where they list what they've bought and choose their fan as it is usually pretty good and the people that are making the computer are probably experienced and know that the fan they chose was good.
