Should I upgrade my Graphics Card or my CPU first?

I have a Lenovo store bought gaming desktop and I wanna upgrade the Graphics Card or the GPU to play some new games coming out for 2017. Right now, I don't even reach the recommended specs for Doom (2016).

The problem is that I only have enough money to upgrade one part.
The two parts I'm looking at to buying is a Nvidia GeForce GTX 1080/1070 or a Intel Boxed Core I7-6700K 4.00 GHz. If there is anything better and cheaper than these, please do tell.

Which should I upgrade first? The GPU or the CPU?

My PC Specs currently are:
Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz
16 GB of RAM
NVIDIA GeForce GTX 960 2GB
Microsoft Windows 10 64-bit
Some Lenovo Motherboard that I don't know
Power Supply with 450w max.

the GTX 960 is still a good graphics card, I would say to upgrade your CPU, it has double the number of threads and 2MB more Cache, It seems like that would be the best option. The CPU is also cheaper than the Graphics Card so you will have a bit more money left over (assuming you already have the money for it).

What should I do then?

of course it doesn't mean it is "better". But given the system requirements for the game they want to play, and I'm assuming more level games, and just all round money, I would say the CPU is better to upgrade first.

Of course eventually you should still upgrade the GPU because as stated, it is only a midrange GPU.... it is still good though :)

GTX 1070 is not out yet. I believe the 1080 launches in 2 days the 1070 is due early June (off memory, not 100% sure). They are priced around $600-$700 though, so it is a bit more expensive than the 970, but so much more powerful (about 3x better than the 980Ti in some cases according to NVidia specs page)

Thank you very much! I guess I will be waiting for the GTX 1070 on June 10th.

To me It sounds worth the wait. The price doesn't really matter when it comes to nvidia 1080 and 1070
