Various errors / unable to enter safe mode / boot loop

Hi folks.

( noobs first post here so sorry if any of my wording is not accurate )

So last night i booted up my pc and after getting to the desktop stage everything seized up and then crashed to blue screen. After trying to restart it would only get as far as the windows 8.1 spinning circles and then bluescreen and restart. I tried getting into safe mode but again it just blue screens. I took out all the ram ( 4 x 4bg ) and tried them one at a time but that did not affect anything. i have a usb with the windows repair tools on but it wont boot. I noticed the GPU fan stops spinning during start up but after googling this it seems this is normal. The only things to note is that i recently caught the 'searchinterneat' virus which was slowing things up. I also duel screened 2 nights ago for the first time but it was working fine and had no noticeable affects. So as it stands i can enter my bios but i cant get much beyond that before the system restarts. Any advice would be much appreciated.

hi. thanks for the reply. so i have a recovery tool on usb which i inserted and tried to boot from. but it got the spinning circles stage and then hung. so i pulled out the usb and it brought up the troubleshoot screen where i was able to choose the safe mode option. alas it blue screened before it reached the login page. i cant seem to get the computer to boot from the usb which is my only option for reinstalling windows. because its doing the same thing on another drive which has its own operating system on it, im thinking its most likely a hardware issue?
