Second hand i5 4460 scam or legit ?

Hello. I'm about to buy a used cpu from a local website for second hand parts. I've found a very suitable offer for me. A ''new'' i5-4460; 2/3 of retailer's price. The seller claims to have never used the cpu and he has posted some picture of the box. Picture 1 Picture 2 Picture 3

My question is: How can I tell if the cpu is indeed new with the help of these pictures? (Is it even possible)

Unfortunately, it's very difficult to authenticate without actually testing the CPU (bios check). Furthermore, there are enthusiasts that de-lid their CPU to put better thermal paste. Which means its possible to get a low end CPU with a lid from a higher end model. Basically, buyer beware (of the risks; no warranty, possible scam, defective hardware, etc). On a more positive note, I have not experienced any scams buying 2nd hand hardware for years (since the days of Core 2 Duo/Quad). You'll just have to gauge if the seller is genuine or a scammer.
