CPU or MoBo dead?

I have a new build that isn't booting properly. There's no post beep, no video, the GPU spins up then stops repeatedly, and the CPU fan ramps up and down repeatedly. I know the RAM and GPU are working and compatible, but I have no means of testing the motherboard or processor because I have no other FM3+ components. When installing the heatsink the CPU did just pull out randomly while seated and locked in but no pins are bent. The PSU does have enough wattage to supply the parts, and it seems to be working fine. I'm at a loss so any ideas are appreciated.

R9 270x
Crucial Ballistix 1866

Solution
I just had similar problem and it was the power switch that of the computer case. It was grounding the motherboard in strange way. Try to unplug the wires from the case and start the system by screw driver- by shorting power pins.

1. Make sure EVERY cable is connected properly. (PCIE,CPU, 24PIN mobo)
2. Remove ram sticks and try only 1 stick in different ram slots. (repeat with another one)
3. Remove your R9 270X and connect your display to your motherboard/cpu output.
4. Make sure your cpu is installed correctly

checked different slots (I think one's hinge busted)
there is no integrated graphics ):
Reseated CPU and cooler

Try to clear cmos by taking the bios battery off for a few minutes and out it back :p
Gonna sleep now, maybe we will figure it out tomorrow :)
