can't connect to our main office computer. can only ping one way

trying to fix a network issue at my dads office. somehow their billing computer can't talk to the receptionist computer (acts as server for their software). all the other computers can connect to receptionist computer fine. billing computer can access all other computers on network as well.

Only thing that i know was that the billing computer(win7) upgraded to windows 10 by accident and they restored it back to win7 and now it can't connect to the receptionist computer.

Trying to select the receptionist computer from the network list gives me an error that it cannon access \\receptionist

I restarted billing comp in safemode with networking and was unable to ping receptionist computer. Receptionist computer is able to ping billing just fine.

Receptionist computer can select Billing from network list, however there are no files or anything selectable.

I've tried resetting router, enabling sharing permissions, flush dns, release, renew, uninstalling network drivers, made sure netbios service is on and a few other services and tried several google suggestions with similar problems to no avail. I've even restored the computer a few days prior when it was connecting fine. Any suggestions?
 
did you check the workgroup name. if windows 10 somehow change the workgroup name in the windows 7 files it wont work. windows 10 default workgroup name is different then windws 7. the workgroup on the billing computer needs to match the workgroup name on the receptionist computer.

Yes all computers are using the WORKGROUP name
