Best CPU Cooler for AMD FX 8320?

I'm looking to replace the awful stock cooler on my AMD FX 8320 and am not sure what to get. I'm looking for something under 30 USD.

This one, to stay under $30 USD (Cooler Master Hyper 212 EVO)

This one if you are willing to spend $5 more. (Cryorig H7)

I've used both, if the Cryorig had been around when I built my computer,I would have bought it. Although my Cooler Master Hyper 212 EVO is working well.

Silent. I never hear it, nor the Cryorig.
