Can i run a GTX 970 on a 450w PSU?

I got a Silverstone SFX 450w Gold power supply. Im wondering if it can power a gtx 970 UNDER LOAD! If not can a gtx 960 run under load?

I have no fans, no extras.
I only have a g3258 and 2 ddr3 (4 and 8 GB) sticks.
I have 1 ssd. And the case is a Has no led's other than a power on led.

GeForce recommends 500 watts system power. 450 watts is inadequate. Even if you get by in the short run, it is not a good idea to circumvent manufacturers' recommendations.

I suggest XFX 550 watts PSU (better pricing and performance).

Ok How about the Gtx 960?

Also (If you can) would a r9 380 work better?

The GTX 960 would be the better option if running the 450w PSU.

The GTX 960 recommended system power is 400 watts.

A GTX 970 should be perfectly fine. What won't be fine is that Pentium bottleneck.

The 960 pairs with the G3258 better , 970 will bottleneck more.
