Motherboard will not recognise Graphic card at all

Hi, Thank you for reading my post.
my specs are:
I5 2500
8 Gb ram
dh61ww mobo
hd 4550,hd 5770
intex action 400w psu

so i built this system and at the time i built it, i checked my hd 5770 in it but it did not work so i left it aside. i used my hd 4550 and it worked fine until i got frustrated with the gpu and updated my bios in hopes of getting my hd 5770 to work. i updated my bios from 020 to 120 but now even my hd 4550 does not work.
Both the cards are not being recognized at all, in my bios as well as the device manager but the windows 7 did suggest a driver for my hd 4550 but it's installation failed. I think it suggested it because i was previously using this card on the windows but who knows for sure.
i checked my hd 4550 in a lenovo oem but it did not give a display.
The hd 5770 used to work in my last system before i kept it in a box cuz my psu was failing.
now i dont know what the real problem is and was hoping that you guys could help me troubleshoot it.
NOTE: this is the specs of my psu

AC Input 230V 50-60Hz 5A

DC Output +3.3V : 25A +5V:28A +12V:15A

-12V:0.5A +5VSB:2A
Hoping that we would be able to reach a solution


 
Get rid of that PSU. It's able to supply less than 200W.

Obviously you didn't read instructions about BIOS upgrade.

You had to upgrade BIOS to version 48 first, then version 99 and only after that version 120.

i upgraded to 48 first then 99 and after that i upgraded to 120 skynet.
I know the psu is bad but why is it not powering the hd 4550, it requires no connectors and i have only one ram, one hdd and the mobo plus cpu connected.
