If you are making money from this system to almost any extent, then the $90 does not matter. A 10% better system should earn money 10% faster or easier, so you will recover the investment quite quickly.

Your concerns suggest that you need to do a lot more reading and research so you understand what you 'really' need. Almost every serious user overclock the FX 6300 or FX 83xx. It is comparatively straight forward, easy, and safe, and it needs to be done to get the best out of your system. We do it at Middle/Intermediate School (although with an Intel platform)

If you want to be safe and conservative, then the i5 4460 is a good choice. It will game better than the FX6300 and render/edit only a bit worse.
1. The difference in electricity will be one light bulb's worth or less. That should not be a consideration.

2. Do you make money from your video editing/rendering?

3. What GPU?

4. What edit/render software?

(If there was an easy and definite answer to your question, I would have given it)

Intel 4-Core i5 4460

Intel Stock Cooler

8GB 1600MHz DDR3 RAM

1TB 7200rpm 3.5 Inch Desktop HDD

Intel Intergrated Graphics HD 4600 - getting a 950 gtx later or 750gti

Intel B85 Chipset mother board

Generic 550W Power Supply

btw this is a pre built computer im not building myself

The reason for my questions is to make sure I'm answering the right question.

For gaming alone, with a small number of threads, the i5 4460 is certainly the best choice. For your graphics work, I think you would be better served with a FX 8320 or 8320E, which will out perform the i5 (in other than gaming).

If you are using this to make money, you need to look at how long it will take you to earn any extra you spend back (and it's usually a short time). Instead of the i5 4460, a Xeon 1231v3 based system would be $100 more ant a lot better.

If you go with the FX 6300 or FX 8320, you will need to overclock. It's 'cheap' and will improve your productivity significantly enough. This will mean that you need to have a good aftermarket CPU cooler too.

What GPU are you getting with the FX 6300, and what motherboard?

While you are looking to spend as little as possible, you need to b e sure you are not too short-sighted and limit your future.
