Videos online stuttering/lagging after 20 seconds of watching

Since yesterday I've been getting those weird stutters on any videos I watch online, whether its YouTube or while I want to watch a film online the video starts lagging and doesn't stop until I move my mouse so that the bar at the bottom comes up where it shows video length etc.

I've tried re-installing chrome, adobe flash and even java which probably doesn't even have anything to do with online videos but nothing seemed to help. I also tried watching stuff on IE but its the same on there.

I have no idea what else I could try other than formatting my PC.

Today I also realized that the same thing happens in games. While playing Witcher 3 and one of its long cinematics between talking scenes the FPS dropped drastically and the video started stuttering/jumping until I pressed space and it went on normally.

It seems like this only happens during long cinematics and on youtube after about 2min of watching and any movement I make with mouse or keyboard makes the video play normal. Only on Putlocker while watching a film it happens pretty much every 30 sec.

Haven't changed anything in about 5 months if not more, and cannot even remember what PSU I got but it must be between 500-700.

Specs are:
Intel i7 4790k
16GB corsair vegenance RAM 1600
EVGA GTX 780
Asus Z97 Pro-Gamer

I never seen anything like this before because the stutters seem to appear only when the computer isn't used for a bit - like watching a film its not being used and same in game cinematics but only the longer ones.
