AMD FX 8320 fast fan and high temps

A few months ago my girlfriend got a new PC and it's a fairly good one. But since we have a long distance relationship I'd never seen it for myself until yesterday where I noticed that the CPU fan runs at about 5k RPM and reaches about 40 degrees (randomly spiking to about 51) when idle. And obviously reaching even higher when playing games (the fan reached around 6k rpm and the temperature hit a max of 66). Could anyone know what's causing this? I know stock coolers aren't amazing but even my rig, which is significantly worse than hers, doesn't reach anywhere near this even when playing a game as demanding as Witcher 3. I'll post her specs below:

P.S. looking at HW monitor I notice the fan never goes below exactly 5000 rpm.

thermal paste shouldn't be the thing since you are getting 40s in idle.
the fx8320 max temp should be 62C? and maximum socket temperature is 70C. if you are getting 66C I would stop playing games until i upgrade the cpu cooling if i were you.
What kinda cooling are you using and are you having 50/50 push pull setup for your case?
if you are using the old stock AMD cooling i would recommend an upgrade. an evo212 about 20-30 buk. just make sure if your case can support it tho. the heat sink is not small.

Well I would imagine so. It was put together by the company she bought it from so if they forgot the thermal paste I'd be quite surprised. Plus it's her computer and I have only a basic knowledge of putting computers together so I don't feel confident enough to go rummaging around inside her PC.

haha ok I guess I wouldn't be TOO surprised. I'm just playing Rainbow Six Siege to test some stuff and it's now hit a max temperature of 70 degrees. Assuming the thermal paste is working correctly, is there anything else that could be causing this?

It's the stock cooler. Stock cooler seem to be hit or miss in my experience. I have a stock cooler on my i5 4460 and it barely makes any noise.

Yeah I was thinking about that. I will mention it to her when she gets in from work. Her dad is good with this stuff so I shouldn't have to worry about a new cooler being improperly installed.
