I think "Max Load" would refer to any load that produces 100% CPU usage.
Your question about the example stated would depend on which CPU you have, which gfx card it was attempting to keep up with, and what was going on in the background... i.e. what starts with Win and runs in the background.

75-80% usage.
"Typical load" is probably something around 50% or below - CPUs spend a lot of time idle when web browsing, etc.
