Newly built PC won't boot.

Hello, I'm a first time PC builder, and I just finished my build, but it won't start up. The PSU, CPU, and front fans turn gently, and the rear fan starts turning only when I give it a push. I see no lights on the motherboard, dvd drive won't open. My keyboard lights up, but is not flashing like it's supposed to. My mouse is on. Monitor is not receiving anything.
Specs:
Case: Phanteks Enthoo Pro
Motherboard: GIGABYTE GA-F2A88X-D3HP
CPU: AMD Athlon X4 860k
PSU: EVGA supernova NEX650G
Cooler: Cooler Master 212 EVO
HDD: Western Didgital 1tb Hard Drive
SSD: Samsung 850 EVO 250GB
Optical Drive: Asus DVD burner

If not working, you'd probably RMA the board anyway, that's why I suggest taking it outside the case, posting a picture of it and we can start from there.

this may sound weird, but check that your power button for your case is connected properly. when i built my PC i had the same problem, turns out my cases power button wasn't connected properly and it stopped it from booting properly.
 
if you purchased the PSU, motherboard, or the CPU from a local shop; have them run tests.
if you have another PSU available, in another system or someone that will let you try theirs, try it.
if you have more than one stick of RAM; try each stick of RAM separately(one stick at a time) in each DIMM slot. see if it starts with only the one stick in either slot.

I unplugged all the wires from my moherboard and re-attached them
 
@ OP,
that would definitely pose a problem. have you just left the GPU along with the memory out of the system specs you have posted?

i would imagine before building you would know this but you do state that it is your first build. so we'll be lenient, this time...kidding. you definitely need a GPU and RAM for this system to work.

what do you plan on using the system for; gaming, just web browsing and/or playing media, creating/editing simple video, etc?

I ordered them online, I do no have another PSU, switched up ram, nohing.

So I forgo to mention that the fans only spin WHILE i'm holding down the power button. Once I let go, they stop.
Also GPU: EVGA geforce GTX 960
RAM: Corsair Vengeance LP 8gb (2x 4gb).
