so im looking for suggestions my pc stats are as follows

Video Card NVIDIA GeForce 9800 GT
RAM 16 GB Running two Patriot G2 Series 8GB

What performace are you aiming for? with a gtx 750 ti you will be ably to run every game at 1080p at medium to high settings with at least 30fps. you won't have to upgrade anything else for that GPU. If you are are aiming for 60 fps at medium to high settings, you would need a GTX 960 or an r9 380. For the 960 you should get a slightly more powerfull PSU while for the 380 you will need at least a 550w quality PSU. Graphics cards above that might start to get bottlenecked by your CPU unless you are willing to overclock.

Between the GTX 960 or an r9 380 which would you personally recommend i am willing to upgrade my power supply but i am curious of how difficult of a task it is to change a psu and which brand would you recommend as quality im new to the pc world and have never done anything like that also would upgrading from 16g of ram to 32g increase my pc performance or would my pc even be able to make use of the full 32g of ram? sorry for all the questions

More ram won't get you more performance in games. The only time you should upgrade is when a game uses more than you have. 16gb is enough for any game out there.

The 380 is slightly faster than the 960 for around the same price. But the 380 also needs more power. My recommenation would be this semi-modular gold certified 650w psu from evga: https://pcpartpicker.com/part/evga-power-supply-210gq0650
It's enough to power any single gpu. It doesn't cost a lot more than bronze certified one (only 20$ more than a 650w bronze certified psu from corsair. ). It's semi modular, meaning that you can deatch every cable except for the 24pin.
If you are trying to save some money, this one will do the job as well: https://pcpartpicker.com/part/corsair-power-supply-cp9020103na
This one if you want a fully modular one: https://pcpartpicker.com/part/corsair-power-supply-cp9020091na

changing the power supply is not that hard. You will need to connect the 24 pin, the 4 or 8 pin (depends on motherboard), the sata connectors with your HDD/SSD and optical drive, and the 6 or 8 pin connector to the graphics card. You can watch a youtube video on those things. Everything only goes in one way.
