so first off cpuz is saying my crucial balistix ram has a max bandwidth of 800mhz and as such is clocked there, next i clearly clocked my pentium g3258 to 4.2ghz with 1.280 volt, as it said when i left the bios. CPUZ says its not overclocked, and task manager along with gaming performance confirms such. This problem followed me from windows 7 to windows 10. My motherboard is a msi h81m-p33. thanks for any and all help.

h81 means your memory is likely "DDR3 1600MHz", which means the REAL speed is just 800MHz. Perfectly normal.
As for the CPU, it's the anniversary one, so special rules apply. In general that chip is worth far less than the trouble it causes
