750 Ti DOA?

Today I Installed an Nvidia Geforce GTX 750 Ti as well as a Corsair CX650M PSU into an Asus M32CD. At first, I had issues with getting the PC to start, but after a little tinkering I got it to work.

My main concern now is that I'm almost certain the GPU is dead on arrival. The fans on the 750Ti are both functioning and the light near the 6-pin PCI-E port is lit green. When I go into Device Manager>Display Adapters, the GPU is not recognized. I've gone into the BIOS and set the PCI-E to default instead of the integrated graphics.

I've taken the GPU out of the PC and the integrated graphics still work. When I opened ASUS GPU Tweaking, it quickly closes and reads "Fail to load dlls. Please install VGA Driver". I've gone to the Nvidia website and attempted to download the most recent drivers but when the Nvidia Installer installs and opens it reads "This graphics driver could not find compatible graphics hardware."

I'm quite slumped on this, any help is truly appreciated. Thanks in advance!
