Solution

For streaming i7 will be better than i5.

See this wishlist in pccasegear - https://www.pccasegear.com/wish_lists/586806

The XFX XTR 650W is sold out, thats why i included the XFX TS 650W. This is also made by seasonic, also a very good quality power supply. When you buy, if the XTR becomes available, buy the XTR.

I say just build a skylake system, with an i5 if you can not afford i7. Sure it will need you to buy new DDR4 rams, but you get the latest technology.
What is the work you will do with the pc?

Consider this build -

I'm Australian so converting the price comes to about $1000. bit out of my range.
I've already got an SSD, but may need a better PSU (only got 500W)

Ah get this PSU, Its a Tier 1 PSU as well as gives 850W of power and doesnt costs much. And best thing is its a Seasonic PSU with Gold Efficiency.

Has a very good power supply. With $850, i don't think i7 is viable choice. Added a good case fan, because why not.

Bro refer to this PSU tier list.
http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html
The PSU you suggested is a Tier 2 PSU while Seasonic X-850 is a Tier 1 PSU. Although Both the PSUs are actually manufactured by Seasonic, I still think he should go for Seasonic X-850 as its a 850W PSU and will be future proof if high power consuming GPUs come in future.

I'm still against that PSU. Seasonic X-850 would be a better choice. Rest all go with his build.

+1 on the 850 - definite overkill, even for a pair of 960s

I like the first build. If i have to choose between those two, definitely the first one.
Do you have a site from which you will buy? If so, provide the link.
Good build nonetheless. Although i prefer gigabyte motherboards over others, as i did not have even one issue with them. The second build on PCpartpicker has a sub par power supply, not that good.

Another suggestion if you will not overclock -
PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i7-6700 3.4GHz Quad-Core Processor ($433.00 @ Centre Com)
Motherboard: Gigabyte GA-H170-D3H ATX LGA1151 Motherboard ($159.00 @ CPL Online)
Memory: G.Skill Ripjaws 4 series 16GB (2 x 8GB) DDR4-2400 Memory ($91.30 @ Newegg Australia)
Power Supply: XFX TS 650W 80+ Gold Certified ATX Power Supply ($119.00 @ PCCaseGear)
Total: $802.30

If the price is bit high for you, i suggest get this motherboard - http://au.pcpartpicker.com/product/k27CmG/gigabyte-motherboard-gab150md3h . If you want to spend $850, get this motherboard, get 8GB ram - http://au.pcpartpicker.com/product/sMbkcf/corsair-memory-cmk8gx4m1a2400c16 and get an SSD - http://au.pcpartpicker.com/product/3kL7YJ/samsung-internal-hard-drive-mz75e250bam

pccasegear.com is the site i will buy from.

If I were to start streaming, which one would be best? http://au.pcpartpicker.com/list/JjF6M8 vs http://au.pcpartpicker.com/list/9dkZxY ? there is about a $40 difference which doesn't bother me.

If you do not plan for overclocking then a B150 motherboard with i7 6700 would be fine for you, although Streaming can be done easily by both the CPUs.
