My MSI R9 270X core clock stuck at 450mhz

There is some thing wrong with my card for couple hours and I don't know how to fix it even with MSI afterburner set to 1030 mhz but it hadn't changed and stayed like that for the whole benchmark and gaming. Is my card dead or something wrong with the software ?

Disabling ULPS helped the car ran at 1080 mhz for about 6 seconds at 101 degrees Celsius and it went down to 450 mhz again .
I tried clean installation once more and this time I renove everything from utilities to something left of my old Nvidia experience and it works, somehow stables at 1030 mhz 70 80 degree celsius . Thanks for your responses

Yeah i think so I looking for some tools to do that. It may void my card's warranty (till February 2017) but at that time I should have a new graphic card to play games at 1440p

disable hardware acceleration in google chrome advanced settings. Took me so long to figure why my card wouldnt clock to higher than 450mhz even during gaming. Even if chrome is closed, it keeps background apps running which is still using hardware acceleration
