can't figure out what's wrong with my PC

Specs:
- Evga 980Ti 1102 MHz, latest driver installed
- i7 6700 @ 3.4GHz, cheap heatsink
- 16 Ram DDR4 2133 MHz dual channel
- Evga Gold 750W PSU
- Unknown brand of motherboard, probably very crappy.
- Five 140mm crosair fans blowing at 80% strength, the rear one at 100% strength (they are installed and positioned correctly)
- BenQ 60hz gaming monitor

I've been trying to fix my PC for months. The thing is that I can't hit 60FPS @ 1080P for many AAA games, when I see others with similar or worse specs getting much better FPS @ 1080P, and same or better FPS @ 1440P.

I already followed some suggestions here, and can conclude that there's no bottlenecking or defective parts, my CPU and memory usage in games are also normal, and I just did a clean install of my windows 10. But things have gotten worse since the reinstall. My performance has reduced somewhat, and worse, the temperature of CPU under load has risen by 10 c degrees.

I've uploaded MSI afterburner stats immediately after leaving 2 games (Hitman and Total War Warhammer). I get dips down to 30 in the former, the average is 50 ish. I get dips down to 18 in the latter, the average is 30-40. Can anyone tell if there's something wrong with my PC based on these MSI stats? I don't really understand them and what they mean except the temp and usage ones

You can use Aida64 or Speccy to get your full specs.

What is your PSU?

My first thought as its all happened since the reinstall..
Is there Processes using your CPU? Please check task manager and see, it should idle at 1-3% and not spike.

Hi! When I'm in game, there's no process that use more than 1% of CPU. Everything combines uses about 1%.
I updated the PSU. It is an Evga gold 750w PSU.
