Why is Overdrive setting CPU speed 300MHz higher than target speed ? HELP PLEASE

My target speed is at 4000 MHz but my Current Speed is 4300. I dont know what to do i need help with this. It looks like this http://imgur.com/oCS8uyF. I have got AMD FX-8350
