PC for Gaming - including GTA V
budget - 750$ maximum.
Could you help me?
I tried to build something but i want some opinions from you, guys.

Mainboard - ASROCK H110M-HDS LGA1151

GPU - PALIT GTX970 JETSTREAM VER2

CPU - i5-6500 3.2GHz 6MB LGA1151 BOX

RAM - 2X4G DDR4 2800 XPG Z1 ADATA

PSU - be quiet SYSTEM POWER B8 550W 80 Plus BN259

also for the summer - be quiet Silent 140mm fan PURE WINGS 2 BL047

HDD - 1T SG SATA 6G/7200/64 /3Y WARR
i don't want ssd.

I could use some help to build a PC and get maximum by this budget of 750$.
Also is it a big difference to use 960 and remove the 970?
Everyone suggests me to get the 970 and i can get it but i am thinking what if i will be happy also with the 960 and not spending so money on this part of the PC.

Well the difference between the gtx 970 and 960 is big enough,but what's more important is what you expect.If you're fine with lesser settings to get the same fps or get less fps on the same settings should the gtx 960 do fine too.
It will give some extra money to spend on the other parts or just keep it in the pocket.For the difference in performance can you always check reviews.

With the motherboard you chose is that high speed ram not necessary,it won't support that speed so it will run on 2133mhz.Maybe get cheaper 2133mhz ram as well or get a better motherboard.To support such a high speed do you need a Z170 motherboard.
If going for the cheaper gpu could you maybe also opt for more ram,like 2x8gb of 2133mhz.

About the gpu,it seems that a new line will come out soon so you could ,if you wanted,wait for that and see what it does to prices.

the difference in gaming wont be noticeable, but if you have budget for i7 6700, get K version and Z170 MoBo so you can overclock it (or in future, for now, the stock frequency is fine)
