I recently built a new system
CPU:i5 4460
GPU r9 380 4gb
8gb ram
When i play gta v on 1080p with high settings my framerates are at a constant 25 fps, sometimes when i stand still, it will be 50, and with vsync off i get around 100+ fps. is vsync supposed to impact performance that much?
