System won't post with video card installed, PSU seems fine

I recently decided to upgrade my Radeon HD 5xxx card with a R9 390. When the card arrived, I realized my current Senty XPlus Power 525W PSU didn't have enough 8 pin connectors to power it, and that with my other hardware I might be pushing the limits of that PSU, so I picked up a Corsair CX750M. I hooked up all the power connectors, double checking everything to ensure it's properly connected, but the system won't boot. Not even POST. It turns on the fans on the CPU and video card are spinning for sure, but nothing happens beyond that. Swapping the old HD 5xxx back in produced the same results. However, removing the video card entirely allows it to boot fine, but only after connecting/disconnecting something else to the PSU (HDD, optical drive, etc.). Additionally, attempting to hook up the old PSU with the old video card produces the same problem.

I've flashed my BIOS with the latest version, switched around the default graphics settings in the BIOS, removed/tested the CMOS battery, and tried every power configuration I can think of, but I just cant get the system to boot with either card anymore. I only have one PCI-E slot, so trying another isn't an option, and I don't really have another PC to try it on. I'm hesitant to say it's a PSU or mobo issue, since the system boots fine without any video card connected, and I'm not confident it's a faulty slot, since the LED on my old video card lights up when I have it in the slot, but only with no 6 pin power connected. But I also can't rule any of this out, either. If it were just the new video card or new PSU that were acting up it'd be one thing, but even the exact same hardware I had working two days ago is causing problems now. I've been fairly careful with the components, so I don't think I broke the old video card... But I'm honestly out of ideas. I just want to get some outside input before I drop another paycheck on parts.

Old video card: ATI Radeon HD 5xxx (don't remember the exact model)
New video card: Sapphire AMD Radeon R9 390
Old PSU: Sentey XPlus Power 525W
New PSU: Corsair CX750W
Mobo: ASRock 960GC-GS FX
 
Solution
Check all the power supply to motherboard connectors on the motherboard. Are any pins broken, bent "not centered in there hole", or missing. many of times I have seen someone accidently bend pins by not removing or plugging in the connectors strait. you got something going on but I would not say anything has failed. sounds like there is a connection issue somewhere.
