There's other questions which will help us help you get the right build such as...
-Do you want the ability to OC the CPU?
-Do you need Windows?
-Do you need peripherals? (Moniter/Keyboard/Mouse)

All in all your going to get roughly the same responses which will probably be i5 Skylake/DDR4/GTX 970, a SSD for the OS and a 1TB drive for storage. Just make sure you get a good quality PSU as low quality units can damage your other parts. Also if you list the site your buying from then we could compile a list that way since some parts are only available in certain areas.

Well since your buying locally we really won't be able to see what your getting exactly and if there's really good deals (or not) that would impact your budget. Like I said before if possible go for the i5/GTX 970 or if its too much then you may need to lower the GPU down to a 960 or R9 380 and both run 1080P fine for gaming. You could go with a i3 instead of the i5 but depending on the game the hyperthreading on the i3 may not be powerful enough to run the latest game titles. Also with the power supply try to get a good quality unit (Tier 1 or 2).

Try for a i5-6500, if its too expensive then go for the i5-6400. For the MB just grab one that is DDR4 compatible.

@VR PC-BUILD, the PSU you recommended it very low quality and could damage the other parts under high stress (gaming). Plus the OP is buying locally so we really don't know what's available. OP is better off reading through the PSU tier list and getting a good quality PSU from a local merchant.

Performance would be close and you won't notice a difference. Upgrading wise I would go Skylake (i5-6400) but if you can get a good deal on the 4690/MB/DDR3 RAM then it would probably be a better choice. And no there would be no issue if you upgraded to the GTX 1070.

Perfect for your use? Probably unless your looking for a MB that can handle SLI, OCing or something else this MB can't do. Remember though that the i5 6400 (1151) and i5 4690 (1150) are two different sockets and will only work in the MB with the same socket.

If you already have the LGA1150 series mobo then it make sense for going with 4690 other wise if you go with 6500 it will make more sense as you will be having DDR4 RAM and more upgrade options in future. And about gaming performance there is only 2-3fps difference which is not worth paying 2000 more for it.

We don't know what you have available outside of India PCPartpicker and thus cannot tell you exact parts to get if your buying from a local market. To get a system that you won't need to upgrade you will want a i5 for CPU, MB that supports that socket, at least 8gb or RAM, 1TB storage as its typically the best storage amount/price, a decent PSU (see list below), and a case of your choice that will support those components. About the GPU the reason I went with GT730 was because I wanted to save money for your GTX1070 upgrade. GT730 is not as bad as it sounds it can handle any game at nearly medium settings and with very playable fps so for short time it is a good card
