Fan fluctuating in fixed RPM fan mode (AI suite 3, Asus)

Pretty much the header. I've just bought a Z170-P MOBO and a couple of cooler master jetflo 120s. I thought the fans were fluctuating too radically in smart mode in the AI suite 3 software, so I set the fans to RPM Fixed mode. However they are still fluctuating at about 100 RPM every 3-4 seconds? Anyone else experienced this?
Afraid it's the PSU, but the voltages are fine it seems?

I've purchased, used and experienced the Jetflo's, they are very loud when in full blast but the air flow is impressive! That being said what sort of RPM's are you looking at when in Fixed Mode and in Smart Mode? Often times when a fan has to rotate the fan requires a minimum voltage. This voltage may be needed along the course of its operation to prevent it from getting lethargic or seizing to operate thus the voltage and consequently the RPM will flux a few RPM's +/-

I'm curious though, how have you connected the fans to the motherboard?

Hi,
I've connected them to the two MOBO (case) fan connections, nothing smart or anything ;)
I've managed to get rid of the fluctuating speeds by choosing smart mode and lowering the rear and front fan to almost minimum speeds - something like 3-400 RPM. That said, when I start a game the fan speeds go up (as per the curve in the smart mode setting) and they start fluctuating in speed again, to such an extent that I can clearly hear the fans going up and down in speed every few seconds.

Another strange factor is that when I exit to Bios and manipulate the fan speeds, they never fluctuate. I have no idea what kind of software in Windows10 is able to make the fans speed and up and down like that. It isn't AI suite 3, I've tried uninstalling, but nothing changed.

Any suggestions? :)
