my prebuilt came with an A8 5500, 8 gigs, and a f2a85-m mobo. I put in a evga gtx 950 ssc and an evga 430 watt 80+ psu, if I were to get a new heatsink would the cpu be capable of overclocking?

Yes, because this motherboard came with Digital and heat-sinked VRM (voltage regulation module), you are able to overclock your CPU safely. I don't think you would have a locked BIOS. It's still an ASUS motherboard. If anything just flash the BIOS through ASUS website.
I would recommend getting the Hyper 212 EVO CPU cooler. It is a good value per dollar heatsink and because it's aircooled you will be blowing air over the VRM's and out the back of your case. Something very important.
Make sure you have a proper case fan setup. Remember intake is just as important as exhaust.
