Sapphire 380 Won't Display

So I was able to get my PC up and running with everything but the GPU(I'm using it to post this). When I try to put my GPU into the MOBO and attach it to the PSU the PC will no longer show a display when turned on. I've tried both slots of the MOBO and got nothing. Does anyone have any ideas what's going on?

OS - Windows 10
MOBO - Gigabyte Z170-HD3
GPU - Sapphire Radeon R9 380X 4GB NITRO Video Card
PSU - SeaSonic S12II 620W 80+ Bronze Certified ATX Power Supply

It may be that both the integrated and dedicated gpu's are both on and the integrated is the default display card.

Try this:
Power off
Attach to the onboard video ports.
Enter the bios and set the graphics to initialize first to PCIE or PEG. You may disable the integrated graphics if you wish.
save and then power off
Reattach to the dedicated graphics card and power back up.
