can a Windows Intel(R) Celeron(R) CPU J1800 @ 2.41GHz 2.41 run overwatch

In beta I was lagging so badly i basically see pictures so im not sure if it is able to run overwatch even with low settings.

Short answer: NO!

Long answer:
Minimum requirements are stated as a Core i3
So unless you overclock it like about 300% you wont even reach minimal specs.
Time to get a more powerful chip. Which in that case means a complete platform upgrade!
