ok its not you monitor, ....
but be do need more specifics, e.g there are alot of "AMD Radeon R7 200 series" out there
a 280 is fine, a 220 is not for example,
what is your mother motherboard model ?: msi, gigabyte, and then model specific gigbyte -hd3...what not

if you have a 280r7 or290x then i would invest all your money in a AMD 8350 and upgrade your powersuply to atleast brandname 550 or 650watt
https://pcpartpicker.com/part/amd-cpu-fd8350frhkbox
https://pcpartpicker.com/part/evga-power-supply-110b20750vr

if you litrally have a 200 radoen then you will need a 960-970 nvdia to speed things up alittle.
https://pcpartpicker.com/part/evga-video-card-02gp42966kr
https://pcpartpicker.com/part/msi-video-card-v316035r a bit expencive...

depending on you budget that would be my course of action.
make sure your mobo supports the upgrade to new CPU first
and make sure you have enough wattage for everthing the nvideas use less watt than ATI so you should be able to get by.

if you are really up a rutt you might want to sping for a bit more"
get a 880k from AMD
and ITXboad
and a new mid size grafics that should offer you the lattest including pci-E3.0
and you will be fine with your PSU.
will prolly cost abit more than 200 altogether but will be able to play fallout4 n such.
